Data sending GPS?

Hi guys,
I was wondering if you can send with a specific made smartphone app (wich i wold build if this is possible) some data through GPS besides the location. With data I mean like some bits or signals to activate/deactivate some devices without an internet connection.

Where do you want to send the data from and where you want to send it to?, a GPS receiver doesn't have the capability to send (transmit) any data itself, although the smartphone could transmit data over the cell phone network

Just to be clear, GPSs receive signals from satellites, they don't (can't) send anything back to the satellite or anywhare else
