Can I buy a device to track my pet without it also needing a SIM card?

without sim card, the data can not be sent to the tracking platform on PC or your smart phone.

You can attach a track logger to your pet to so that the track can be examined when it returns, this does not need a SIM card but is obviously not 'real time' tracking
