I'm looking for a fairly inexpensive gps device that would be able to navigate a visually impaired person within a set area or around a specific course while sailing a small dinghy. We're obviously not seeking to remove all human feedback, simply to maximise the person's independency as much as possible. I'm thinking the device would have to:
None of these things seem like they are particularly difficult?? But nothing seems to be jumping out at me as being the right thing.
Also I'm not sure if the accuracy of the gps would be a problem - what would be the likely error margin on waypoints?
Any helpful suggestions would be very much appreciated.

be programmable with waypoints (which would be within a "safe" sailing area of a small reservoir)
be able to issue corrective instructions - maybe in form of degrees away from ideal direction of travel to next waypoint
note when waypoint is reached
