Got a nuvi 2565 here, owner (friend of mine) asked me to look at it.
He tried to update earlier to newest maps, but power broke halfway, now
    device got troubles.

    Device states "cannot unlock maps".
I managed to install most recent firmware.
    Already did a reset.
With garmin express I installed the new maps (2018).
Checked the device with javawa, no conflicts.
When opening garmin express again, it states again "new map update (2018) available.",
while javawa states the new maps are already on the device...
Also, in menu/settings/maps, the maplist page stays blank.

Anyone any idea if there is anything left to try?

Garmin Basecamp has a 'Manage Maps' screen that can unlock maps resident on the computer, it allows online unlocking by asking for the serial number of the Nuvi and checking in a database whether the maps are useable, it may also allow a similar process for unlocking maps on the Nuvi

I think if you have a Nuvi unit with a legitimate reason to require 'unlocking', then I would contact Garmin and ask them help
