Suggestions on basic GPS units?

Hello! I work for a recreation department and we are planning on purchasing some GPS units to use in programming. These units will not be used for long hiking expeditions or anything like that, but for smaller activities at some of our city parks and possibly geocaching. As a city entity, we are on a strict budget, so are looking for affordable units, but also want them to be of good quality. Do you all have any suggestions on which units to look for?
