I've successfully removed two Garmin permanent mounts with no visible
marks whatsoever by the following process:
Get a large flat-bladed metal kitchen spatula - the sort you use for
flipping burgers or whatever - basically, a flat sheet of thin steel.
Gently push this into the gap between the mount and the dash - the
thickness of the adhesive disk prevents the mount and the dash being
too close together for this.
Gently ease the blade into the gap, rocking it from side to side
slightly - you need to use a constant, steady pressure rather than
jabbing it hard! On both occasions I've tried this, the glue has
separated cleanly from either the dash or the maount, and you can just
peel any remaining glue off with your fingers.
